Chief Executive

Mr. Batalatsa Kanetsi, Chief ExecutiveThe Chief Executive of the Lesotho Electricity Authority (LEA) is the most senior officer of the LEA and reports to the Board of the LEA. The Chief Executive and staff conduct the in-depth analysis and evaluation required to establish a detailed regulatory framework of regulations, licences, consents, codes, etc, together with the underlying policies and principles that govern how the regulated electricity sector operates.

The Chief Executive promotes and champions the fulfilling of these duties by the LEA. The CE ensures that LEA is operated and managed in line with internationally accepted principles of good corporate governance and promotes efficiency and efficacy, while ensuring the transparency and accountability of the LEA’s actions and determinations.

In addition to these key accountabilities ot the Chief Executive are the determination and the establishment of management structure and all policies, practices, procedures of the LEA. The Chief Executive endeavours at all times to ensure that the LEA is operated in line with Government policy. In summary, the Chief Executive carries out a number of specific functions that emanate from the LEA Act, which include:

Ensuring the drafting and development of the regulatory framework, including the issuing, monitoring and enforcement of operating licences and licencees' performance, safety, technical and customer care standards
Overseeing the regulatory calendar, ensuring that the LEA is at all times compliant with terms of the Act and advising the Board of any potential failures to comply
Ensuring consultation with other regulators, environmental, consumer and other bodies where appropriate
Co-operating with other SADC regional regulatory bodies to ensure that electricity operators and consumers in the Lesotho electricity sector can benefit from harmonisation and interconnection with other regional regulated electricity markets, both now and in the future
Preparing the annual report on the activities of the LEA for approval by the Board
