| Legal
Department |
The
Legal Department, which is headed by the Legal
Director, under the direction of the Chief Executive,
takes a lead role in ensuring that the LEA acts
in accordance with legislation, and in developing
regulatory thinking on the legal aspects of LEA's
functions and responsibilities. |

Technical
Department |
The
Technical Director heads this Department and,
under the direction of the Chief Executive, takes
a lead role in developing technical aspects of
regulatory thinking of the Lesotho power system,
with particular emphasis on safety, security and
quality of supply, and development and implementation
of technical rules and codes.
The
Technical Director contributes to wider aspects
of regulatory policy development including the
relationship between economic regulation and technical
aspects of system development and operation. |
| Economics
Department |
Under
the direction of the Chief Executive, the Economics
Director who heads the department, takes a lead
role in developing regulatory thinking on the
economics of the Lesotho power system, with particular
emphasis on the cost of power supply, the principles
of charging for electricity services and cost
recovery. In particular, this requires input into
the economic aspects of regulatory price control
reviews, involving the analysis and modelling
of the costs and incomes of electricity licensees,
assumptions for external costs and cost drivers,
and income requirements. |
| Customer
Affairs Department |
The
Department is headed by the Customer Affairs Director,
who under the direction of the Chief Executive,
is required to contribute to wider aspects of
regulatory policy development including the relationship
between customer matters and economic regulation,
with particular emphasis on affordability of electricity,
customer rights and customer protection issues. |
| Finance
& Administration Department |
The
Finance & Administration Department is headed
by the Finance and Administration Manager who,
under the direction of the Chief Executive, is
responsible for among others, establishing and
maintaining financial controls for the internal
management of the expenses and incomes of the
LEA, the application of authorisation levels and
procedures for the planning of the LEA’s
annual budgetary requirements.
