Q:
Is the LEA able to intervene where licensees
offers some unsatisfactory service to customers? |

A:
The
LEA resolves disputes that have been lodged
with it. In short, there must be proof that
the dispute is a genuine one and that it
has not been sufficiently dealt with by
the licensee. Customers have to first lodge
their complaints with licensees. Only after
exhausting all possible remedies by the
licensees may they
request
the Authority's assistance. |

Q:
What
segments or components of the electricity
industry are included in the regulator’s
oversight role i.e. does the regulator exercise
control over the whole electricity industry
or only parts of it, and if so, what parts?

A:
In
the case of Lesotho, all segments of the
electricity industry (i.e. generation, transmission,
distribution/supply and import/export) are
regulated. This is because they are and
will remain monopolies for some time into
the future. The LEA has the sole and exclusive
authority to regulate the electricity sector.
The LEA is given the discretion to suspend
regulation over the generation, distribution
and supply segments if and when they become
competitive. |

Does
the Authority regulate electricity prices? |

A:
Yes,
the LEA has been mandated to regulate prices,
but has to do so within the perimeters of
its founding legislation. It must ensure
that the prices are such that they cover
the costs licensees incur when providing
service to customers on the one hand and
that they are also affordable to consumers
on the other. |

Q:
Who sets the Quality of Supply and Service Standards (QOSSS) in Lesotho? |

A:
It is the LEA which sets the QOSSS in Lesotho.
All licensed entities are expected to implement
the standards. The present QOSSS were approved
by the LEA Board after a consultative process
with electricity sector representatives. |
