DEPARTMENT OF ENERGY (DoE) GRANTED LICENCE EXEMPTIONS

The Lesotho Electricity Authority (LEA) Board on Friday August 31, 2007 granted a request by the Department of Energy (DoE) of the Ministry of Natural Resources, for one-year licence exemptions for the Electricity Access Pilot Projects (EAPPs) at Qholaqhoe, Ha Sekake and Dilli-Dilli / Sixondo.

The Department had, in terms of the LEA Act, filed an application for licence exemptions on the 15th August, 2007. As provided for in the Act, the public was invited to submit comments before the Board made its determination.

The LEA has determined that the exemptions should have certain conditions. Amongst others, the DoE has to submit periodic progress reports on the transfer of the EAPPs assets, institutional set-up for running the projects and revenue status of the projects.

This is the first time that the LEA has granted a licence exemptions. In the recent past, the Authority considered the Lesotho Electricity Company’s (LEC) customer tariff adjustment and change from kilo-Watt (kW) to kilovolt- ampere (kVA) tariff applications.
