The Regional Electricity Regulators Association
of Southern Africa
The
Regional Electricity Regulators Association of
Southern Africa (RERA) is a formal association
of independent electricity regulators whose establishment
was approved by the Southern African Development
Community (SADC) Ministers responsible for Energy
in Maseru, Lesotho on 12 July 2002. The Association
was officially launched in Windhoek, Namibia on
26 September 2002 and it provides a platform for
effective co-operation between independent electricity
regulators within the SADC region.
LEA was officially admitted as a member of RERA
by the Executive Committee on 18 March 2005. The
LEA chairs the RERA Committee on Facilitation
of Electricity Supply Industry, Legislation and
Regulations. The membership to RERA is open to
electricity supply industry (ESI) regulators in
each country within SADC. Each country is limited
to a single membership. Members of RERA are the
Electricity Control Board of Namibia (ECB), the
National Energy Regulator of South Africa (NERSA),
the Malawi Energy Regulatory Authority (MERA),
the Energy and Water Utilities Regulatory Authority
of Tanzania (EWURA), the Energy Regulation Board
of Zambia (ERB), the Zimbabwe Electricity Regulatory
Commission (ZERC) , the Institute for Electricity
Sector Regulation of Angola (IRSE), and the National
Electricity Advisory Councel of Mozambique (CNELEC).
RERA
has the following three (3) strategic objectives:
Capacity
Building & Information Sharing -
Facilitate electricity regulatory capaciy building
among members at both a national and regional
level through information sharing and skills training.
Facilitation
of Eletricity Supply industry (ESI) Policy, Legislation
and Regulation - Facilitate harmonized
ESI policy, lagislation and regulations for cross-border
trading, focusing on issues concerning access
to transmission capacity and cross-border tariffs
Regional
Regulatory Cooperation
- Deliberate and make recommendations on issues
that affect the economic efficiency of electricity
interconnections and electricity trade among members
that fall outside national jurisdiction, and to
execise such powers as may be conferred on RERA
through the SADC Energy Protocol.
In 2007 and
2008 the Zimbabwe Electricity regulatory Commission
(ZERC) and Tanzania Electricity and Water Utilities
Regulatory Authority (EWURA) hosted the annual
conferences and AGM. Here are some of the presentations
