Technical Regulation

The electricity industry in Lesotho is dominated by two state owned entities, namely the Lesotho Electricity Company (LEC), which is the monopoly transimitter, distributor and supplier of electricity, and the Lesotho Highlands Development Authority (LHDA), which is the main generator of electricity through its ‘Muela Hydro Power Station. The generating station is part of the Lesotho Highlands Water Project.

Stand-alone systems have to be operated within minimum safety standards.

The LEA Act implicitly recognises the relationship between customer care standards and cost of service. The aim of every utility is to provide appropriate services at least cost. Where particular customers or customer categories require a higher level of service, they should be prepared to pay for it.

In terms of its founding legislation, therefore, the LEA has a duty to put in place technical and customer care standards, and monitor them. To this end, the Authority has developed Quality of Supply and Service Standards (QOSSS), for both the LEC and prospective rural electricity systems operators.

 

A brief summary of the standards and rules is as follows:

Service Standards
These pertain to the customer side of the electricity business in that they deal with the type of service customers get from licensed entities. They include service activities for the provision of a supply (e.g. from application for connection up to the actual connection activity), service activities for credit metering, service activities for prepayment, network faults, Customer complaints, enquiries, and requests and telephone services.


Quality of Supply Standards
These standards are meant to be a guiding tool by which licensed entities ensure that correct parameters are set to deliver quality of supply to customers. The standards look into voltage regulation, frequency regulation, voltage unbalance, voltage harmonics and interharmonics, voltage flicker and inter-utility interfaces.


Electricity Supply Rules
These are technical guidelines applicable to the electricity business chain from generation through transmission, distribution down to supply. The essence of the rules is safety and continuity of supply. That is the licensees (undertakers of licensed activities) are guided by the rules in ensuring that their networks and installations are safe from the construction stage, during operation and maintenance, and usage. During all these processes or activities there should be efforts to ensure minimal interruption of supply.
